Saddam Hussein surrendered to to the Allies. the Kurds rebelled and became independent. There was a fear of the rebellion spreading to other minorities. They felt it was an internal affair. Any move to intervene was vetoed by Russia. their primary concerns were about the supply of oil. they were determined to uphold international law at any cost. they had been manipulated by the USA.
